Ethiopia hosted a roundtable discussion on the Second Russia—Africa Summit and the Russia—Africa Economic and Humanitarian Forum

The main topic of discussion was trade, economic cooperation and partnership in the social and humanitarian sphere between Russia and Africa. Participants from 25 countries joined the event.

On 12 July this year, Addis Ababa hosted a roundtable titled “Towards the Second Russia–Africa Summit and the Russia–Africa Economic and Humanitarian Forum” with the participation of representatives of the Chamber of Commerce and Industry of the Russian Federation, AFROCOM, relevant ministries, industry associations and business associations. The discussion focused on the prospects for the development of Russia-Africa economic and social partnership relations.

Speakers included

Evgeny Terekhin, Ambassador Extraordinary and Plenipotentiary of Russia to Ethiopia, Igor Morozov, Chairman of the Coordinating Committee for Economic Cooperation with African Countries (AFROCOM), Ilya Nesterov, Head of the Department of External Relations of the Chamber of Commerce and Industry of the Russian Federation, NJ Ayuk, Executive Chairman of the African Energy Chamber, Ekaterina Kiseleva, Deputy General Director for Development of Kundalinik, Alexander Makarov, General Director of TraceCORE, and Elena Myakotnikova, Director of SIBUR’s Climate Initiatives and Carbon Management function. In total, participants from 25 African countries joined the event.

“The Russia–Africa Summit is an event that plays a key role in the development of relations between Russia and Africa. It is thanks to this format of interaction that we will be able to achieve a whole new level of mutually beneficial partnership capable of meeting the challenges of the 21st century in the shortest possible time,” emphasized Evgeny Terekhin, Ambassador Extraordinary and Plenipotentiary of Russia to Ethiopia.

The upcoming summit will contribute to strengthening Russia’s comprehensive and equitable cooperation with African countries in all its dimensions, including politics, security, economy, science and technology, and the cultural and humanitarian spheres. During the meeting, separate emphasis was placed on such areas as agriculture, education, energy resources and digitalization of the economy.

“The digitalization of Africa is attracting particular attention from Russians. We live in a digital world and, undoubtedly, the future of civilization lies in the digital economy. For 20 years, digital transformation has been underway in all regions of Russia. Russia has the world’s best digital platforms for B2B, B2C, product labelling and educational services, and Moscow has become the best city in the world in terms of living comfort and digitalization of services offered. The other cities in the top three are Toronto and Singapore. We certainly have a lot to share with our African partners, especially since they are already prepared for a new experience. The African Continental Free Trade Zone has started operating, and many African countries, including Ethiopia, are creating science and technology parks and IT clusters,” said Igor Morozov, Chairman of the Coordinating Committee for Economic Cooperation with African Countries (AFROCOM).

Andrey Gutorov, Advisor to the General Director of Uralchem on working with foreign partners, said that the Uralchem-Uralkali Group intends to provide about 300,000 tonnes of fertilizer to developing countries (mainly in Africa) absolutely free of charge. This initiative is aimed at fighting hunger and preventing the global food crisis from worsening.

“Uralchem-Uralkali Group has a strong commitment to strengthening its position in Africa. Currently, our company is one of the main suppliers of Russian fertilizers to the African continent. Uralchem is applying an innovative approach in Africa, which consists not just of selling fertilizers, but also in transferring modern technologies for their proper use, including the training of qualified personnel. This strategy of mutually beneficial cooperation will allow African countries to increase agricultural productivity, create new jobs and provide the population with basic foodstuffs,” emphasized Andrey Gutorov.

At the roundtable, TraceCORE presented its state-of-the-art solutions in the field of digitalizing the economy. These solutions help to increase tax revenues by narrowing the tax gap and reducing the shadow and informal economy.

“The implementation of such solutions will result in a reduction of the VAT gap, increasing tax collection in the B2B segment by 150% nationwide. In addition, VAT revenues in the B2C segment will increase by 165%, and the shadow economy will be reduced by at least 30% in certain product groups. The country will be able to gain millions of new taxpayers,” said Alexander Makarov, General Director of TraceCORE. According to him, these new solutions can cover Ethiopia’s missing tax gaps, increase GDP and help repay the current government debt of USD 55 billion over a period of up to 10 years.

Ekaterina Kiseleva, Deputy General Director for Development of Kundalinik, emphasized the special role of the education system in every country’s economy, noting that digital transformation must necessarily include the digitalization of education: “The creation of a digital education ecosystem provides the country with countless opportunities for schools, students, parents and government. It creates a unified system with highly efficient internal processes and monitoring and analysing tools. It also reduces the digital divide, ensures equal access to knowledge for children across the country, saves time and budget, while making the educational process stable and continuous. The latter is especially useful during pandemics.”

Elena Myakotnikova, Director of SIBUR’s Climate Initiatives and Carbon Management function, said that SIBUR always analyses the risks associated with current and proposed sustainability regulations when entering new markets. According to her, the African market, which is of interest to the company in terms of petrochemical supplies and where SIBUR is developing its presence, has interesting ESG practices both among businesses and at the government level. “Our 2025 sustainable development strategy covers all key areas of the ESG agenda, including work in the area of climate impact mitigation. We are ready to share our experience with our colleagues and contribute to the well-being of the African region,” summarized Elena Myakotnikova.

The Second Russia–Africa Summit and the Russia–Africa Economic and Humanitarian Forum will be held in St. Petersburg at the ExpoForum Convention and Exhibition Centre on 27–28 July 2023. The events are aimed at comprehensively strengthening cooperation between Russia and Africa and are designed to determine the trajectory of Russia’s relations with African countries in the long term. The Forum programme includes more than 30 panel sessions and thematic events on the most important issues of interaction between Russia and African countries.

Ruto Wants to Arrest Me! Fred Matiang'i Claims

Former Interior Cabinet Secretary Fred Matiangi has moved to the High Court seeking anticipatory bail over an alleged looming arrest.


Matiang’i, in his application, argues that the Monday night raid of his Karen home is a political witch-hunt by President William Ruto’s government.


[The Inspector-General of Police Japheth Kooome says no such raid happened.]


According to Dr Matiang'i, confidential sources have informed him that he is to be arrested by the Ethics and Anti-Corruption Commission (EACC) and will be charged with abuse of office.


“Through a confidential source, I was reliably informed that the Ethics and Anti-Corruption Commission had also received instructions between February 6-9, 2023 to open a criminal file and charge me with trumped-up charges of abuse of office,” Matiang’i avers.


Matiang'i, who was a powerful Cabinet Secretary in President Uhuru Kenyatta’s administration, laments that the current government first withdrew his security before a contingent of police officers raided the home.


He claims that the officers attached to him were withdrawn a day after he spoke at Prof George Magoha’s home.


“The second respondent (Inspector General of Police Japheth Koome) has already demonstrated malicious intent and a clear disregard for the rule of law by abusing due process as evidenced by the reduction and withdrawal of the security officers assigned to the Applicant, thereby exposing him to harm despite the sensitive nature of his last post as cabinet secretary,” states Dr Matiang’i.


According to him, the timing of the raid and alleged looming arrest is meant to ensure that he does not attend his former colleague’s funeral.


“The applicant is aware that his woes got worse when he gave a speech at the home of the late Prof Magoha where he shared the lessons on public service that he had learned from the deceased. His security was withdrawn the next day and the impending arrest is part of the scheme to harass and silence him forever,” Matiangi’s application filed by lawyer Danstan Omari reads in part.


In his supporting affidavit, Matiang'i swears that during his tenure as a cabinet secretary, he has never had any unanswered audit queries.


“I have never been arrested or charged in any court for any offence in relation to the exercise of my duties in the various dockets that I headed,” he claims.


According to Matiang'i, this is out of ulterior political motives on trumped-up charges.


He alleges that the plot to arrest him was discussed and formulated on January 30, 2023, at the sidelines of the 16th Annual General Meeting of the Africa Prosecutors’ Association (APA) held at Mombasa.


Matiang’i claims that the police abandoned the idea when the media showed up.


He continues: “ True to their words, on the afternoon of the 9th February 2023, my family home in Karen was raided, surrounded, and cordoned off by police officers who were seeking to arrest me. The police officers barricaded the entry to my house and only retreated after the media and my Advocates arrived and the story of my impending arrest went viral on social media platforms.”


The former CS claims that informers have told him that the Police Ward Commander for Karen Police station had been given express instructions to provide support to the team that had been sent to arrest him.


At the same time, he states that he has never been summoned or a warrant of arrest issued against him.


“I am of the firm belief that the powers of arrest of the respondents and the Kenya Police are being abused and maliciously misused to harass, intimidate and oppress me and my former cabinet colleagues and His Excellency, the former president; so as to achieve extraneous political purposes unconnected with upholding the law,” he says.


Matiang’I has sued Director of Criminal Investigations (DCI) boss Amin Mohamed, Koome, Director of Public Prosecution Noordin Haji, Ethics and Anti Corruption Commission (EACC),  Independent Police Oversight Authority (IPOA) and National Police Service Commission (NPSC).


He has roped in Kenya National Commission on Human Rights (KNHCR) and the Law Society of Kenya (LSK).


Matiang'i is the immediate former Cabinet Secretary, Ministry of Interior, and Coordination of the National Government.


He has also served as the CS for Information, Communication and Technology (ICT), Lands and Physical Planning, and the Ministry of Education.


At the same time, he was also the Chairperson of the National Development Implementation and Communication Cabinet Committee.

AfCTA launch digital hub to ease trade in Africa

The African Continental Free Trade Area (AfCFTA) Secretariat has launched a digital platform aimed at easing trade on the African continent. 

The platform dubbed – The AfCFTA Hub (www.afcfta.app) – is an interconnect clearing house or nexus for national government, intergovernmental, private, and public digital and partnership platforms to link together in ways that simplifies and smooth the way for SMEs and startups to drive the success of the the African Continental Free Trade Area.

The Hub is designed to grow into a single, trusted directory of the services needed to navigate the AfCFTA for small players, thereby making the AfCFTA the most inclusive Free Trade Area in the world.

The AfCFTA Hub also powers the “AfCFTA Number”, a trusted identity and social score for all SMEs, startups and other AfCFTA players.

“It is important to ensure the centrality of SMEs, startups and female entrepreneurs as we strive to build the world’s most inclusive, most innovative and most integrated Single Market.” said Wamkele Mene, Secretary General AfCFTA.

Kenya is one of the seven countries that have been selected to start trading under the AfCFTA framework in a pilot phase to test the environmental, legal and trade policy basis for intra-African trade.

Following the selection, the East African Country recently launched its National AfCFTA implementation strategy to fast track implementation of the AfCFTA.

The Strategy identifies priority export products and sectors for goods and services aligned with Kenya’s national development goals and aspirations, including the Integrated National Export Development and Promotion Strategy (INEDPS) and the Big Four Agenda.

The launch of the Kenya AfCFTA National Implementation Strategy is one of the key action parts of the EU-funded project: ‘Deepening Africa’s Trade Integration through Effective Implementation of the AfCFTA to support Economic Integration’ with a total budget of € 8 million.

The AfCFTA Hub platform and ongoing engagements among the AfCFTA Hub Network, the Kenya Export Promotion Agency and other government of Kenya agencies forms one of the bedrocks on which Kenya’s participation in the AfCFTA pilot initiative rests.

Other African countries like Zambia, Namibia, Malawi and Ghana are in advanced implementation stages of both the AfCFTA guided pilot and AfCFTA Hub platform implementation.

A subsidiary module of the platform to address the risks of market liberalisation for supply chains is the ProPer Seals system (www.properseals.org), designed to stop such vices as dumping, smuggling, counterfeiting and illicit trading that might flourish if adequate protections are not put in place.

The major components of the AfCFTA Hub platform include, in addition to the ProPer supply chain security system, e-logistics, a digital transactions marketplace, a regulatory harmonisation and a trade facilitation mechanism to minimise blockages in free and open trade technically referred to as “non-tariff barriers”.

The AfCFTA Hub is not a self-contained system, like an e-commerce or e-marketplace application. Rather it is the crux of an interconnection system that enables multiple digital solutions at the private, public, national government and intergovernmental levels to talk to and coordinate with each other to simplify and accelerate the participation of, especially, SMEs and startups in the AfCFTA process. So, for example it fosters the digitisation of customs and other procedures by smoothing the paths for digital certificates of origin used in different countries to be interchangeable with each other whilst allowing goods carriers in one national market to be able seamlessly handover shipments to their counterparts in other markets rhus speeding up movement of consignments and considerably lowering the costs of delivery across the Single Market.

It also strengthens retail chains interoperability and create conditions for small e-commerce and e-delivery operators to optimise their services by benefitting from regional “economies of scale”. As a single window interoperability mechanism and a one-stop shop mechanism for regulatory coordination, plans are also underway for the platform to create a crucial role in addressing the serious fragmentation of product registration and other processes essential to successful market integration.

Experts are of the view that without such digital coordination across countries it would take much longer for the benefits of AfCFTA to be realised across the continent.

The AfCFTA provides the opportunity for Africa to create the world’s largest free trade area with the potential to unite more than 1.2 billion people in an economic bloc with a gross domestic product valued at least $2.5 trillion and usher in a new era of development.

The AfCFTA Hub Network which backs and resources the AfCFTA Hub platform was convened by the AfCFTA Secretariat, African Union, and AfroChampions, with strong support by the likes of BADEA, Ecobank, MTN, Village Foundation, Credmap, Afreximbank, Koldchain, Dominion, IC Publications, PAQI, Konfidants, ARSO and AAS.

JOINT COMMUNIQUE ISSUED AT THE END OF THE OFFICIAL VISIT TO THE REPUBLIC OF KENYA BY H.E. HASSAN SHEIKH MOHAMUD, PRESIDENT OF THE FEDERAL REPUBLIC OF SOMALIA ON 15TH JULY, 2022 IN NAIROBI, KENYA

At the invitation of H.E. Uhuru Kenyatta, C.G.H, President of the Republic
of Kenya, H.E. Hassan Sheikh Mohamud, President of the Federal
Republic of Somalia paid a two-day Official Visit to Kenya from 15 th – 16 th
July 2022. The two Heads of State held bilateral talks at State House
Nairobi on Friday 15 th July, 2022.
Their Excellencies the Presidents were accompanied by Senior
Government Officials from both countries.
H.E President Uhuru Kenyatta congratulated H.E. President Hassan
Sheikh Mohamud on his election as President of the Federal Republic of
Somalia and at the same time lauded the people of Somalia for a peaceful
election and transition.
The two Heads of State led their delegations in high-level bilateral talks,
which reviewed a wide range of bilateral, regional and multilateral issues,
with emphasis on strengthening the existing bilateral ties between the two
countries.
In this regard, the two Presidents:
1. Emphasized on the importance of cordial bilateral relations, bonds of
heritage and shared destiny that exists between the people of Kenya
and the people of Somalia, which are defined by a common desire for
peace, stability, prosperity and respect for the sovereign and
territorial integrity of both Kenya and Somalia.
2. Reaffirmed the shared commitment of the two countries to work
together on areas of mutual interest and to deepen bilateral relations.


3. Towards this end, the two Presidents recommitted to the fight
against terrorism, and in order to ensure success, directed the
security agencies of the two countries to coordinate their efforts in
this fight to ensure the safety and protection of the citizens of both
countries, while upscaling the fight against terrorism.
4. Agreed that Kenya and Somalia will collaborate with other regional
and international actors to provide the much-needed humanitarian
assistance to mitigate the effects of the current drought in the Horn of
Africa region.
5. Further agreed that the Kenya Airways (KQ) scheduled flights to
Mogadishu will resume immediately based on the existing Bilateral
Air Service Agreement (BASA). The BASA will be reviewed by the
relevant Authorities.
6. Further agreed, to facilitate, diversify and promote trade and
economic cooperation between the two countries. Directed the
immediate market access of fish and fish products from Somalia to
Kenya and vice versa, the resumption of trade in Khat (miraa) from
Kenya to Somalia, to resume with immediate effect.
7. Further Directed the relevant agencies to implement the issuance of
Courtesy Visas free of charge/gratis, on arrival, for Dignitaries,
Senators and Diplomats who hold Diplomatic Passports and a Note
Verbale from the respective Ministries of Foreign Affairs. For holders
of Somali Service Passports, Courtesy Visas free of charge/gratis on
arrival will be issued within Forty – Eight (48) hours, after completion
of Online Visa Application accompanied by a Note Verbale from the
Ministry of Foreign Affairs and International Cooperation.

8. Further underscored the need to process visas for holders of
ordinary passports as soon as possible, preferably within ten (10)
working days.


9. Agreed on the opening of the border between the two countries in
order to ease the movement of people and enhance trade in goods
and services.
10. Directed that the Joint Commission for Co-operation (JCC) between
Kenya and Somalia be convened in Mogadishu in August 2022 to
discuss and agree on matters of mutual interest such as joint security
activities, defense, agriculture, trade, intelligence exchange, health,
education, training in various fields, and continuous review of the visa
regime.
11. Directed the respective Ministries of Foreign Affairs to ensure the
implementation of the issues agreed upon by the two Presidents
within two (2) weeks from the date of this Joint Communique.
